Narrative precedes product. Reading it correctly is the harder part.Every week I analyse the narrative mechanics of European defense tech, publicly, from primary sources. The same work serves two audiences: the companies that need to become legible, and the investors who need to read them before committing capital.

Narrative decode

A reading of your positioning and that of your direct competitors. What your narrative says, what it lets people assume, what it cannot support. Where your share of attention sits against the players chasing the same budgets, the same funds and the same engineers. Delivered as a written document, with sources. For investors: the same reading applied to a target before you commit.

Narrative mapping

The same reading, at sub-sector scale. Who controls the narrative, on which channels, with which arguments. Which positions are crowded, which are still open.
Useful before an investment, before a repositioning, or before entering a market.

Compliance reading applied to communications

In France, commercial documentation is part of the body of evidence reviewed when a product is classified. Doctrine from the Direction générale de l'armement states it: presenting a product as designed for a military application weighs in that qualification. Downstream, article L.2339-2 of the French defense code penalises carrying out the activity of advertising agent for such materials without authorisation.
No published doctrine applies this framework to communications work. I read your materials against these texts, flag wording that carries a qualification risk, and set ou the questions that need a ruling.
I do not replace legal counsel or your own export control function.

Who this is for

Founders and teams building in European defense tech and dual-use, who need their narrative to hold up against scrutiny. Investors, funds and private capital placing money in the sector, who need to know whether a company's story matches what it has actually built, and where the attention really sits in a sub-sector.

Cellule 51 analyses, it does not push anyone. I do not produce campaigns, I do not operate as an agency, and I do not work for a player I cover in the Wire. My recusal list is public and stays public.
That constraint is what gives my writing its value. It applies to what I sell you as well.

How I work

Every analysis goes through the Cellule 51 verification protocol: dual framing, documentary research by strand, adversarial pass, double verification against primary sources, explicit status per fact. No tool output counts as a source.
That protocol has already caught a point of law I had got wrong, before publication.
